Webster Estates Update: Neighbourhood Plan Allocation & Reserved Matters Application

This is to inform you about a recent ‘Reserved Matters’ application for the brown-field section of Webster Estates site at Netherfield Lane and how it relates to the Neighbourhood Plan allocation.

Neighbourhood Plan – site allocation
Our site has now been allocated in the Neighbourhood Plan, and we are working hard preparing a scheme for 60 homes and some business units (Class E space). There will be affordable housing included in our scheme including six truly affordable units for the Baesh Trust as well as public open space.
Recent ‘reserved matters’ planning application
We already have planning permission for a smaller scheme for 20 homes and business units on the brownfield element of the site (which was granted by East Herts District Council in 2023). We recently submitted a reserved matters application to East Herts District Council (EHDC) on this same brownfield site.
Why are we looking to get reserved matters approved on the brownfield land?
It is purely to protect the planning permission that is in place. After three years from the grant of planning, when the Section 106 legal agreement with the Council is signed, the planning permission expires unless a reserved matters application has been submitted.
Naturally, once the enlarged scheme gets permission the brownfield land is included in that development the 20-unit scheme wouldn’t be developed in isolation.
